Placement

Where do we put this notice? I've notice its sometimes at the top, sometimes at the bottom.. I've always put at the top, gets the attention on the fact it could be better developed, on both users and visitors. ---Wernstrum, Spartakat, Jonas 10:24, 23 March 2010 (EDT)
