While the Mission Commander is considered the ultimate authority in Mission Control command, being in charge of every aspect of the main mission, he/she will slot members into the position of Flight Director while making the Mission Control Schedule. A flight director is assigned for every shift, although sometimes may double in other roles if understaffed (this is generally inadviseable, as managing the stream of communication is liable to distract an overworked flight director from whatever program they are supposed to monitor).
