The '''Proposal to Reintroduce Student Exchanges''' was a proposal created in late October of 2020. It is one part of the multi-faceted [[OCESS RTA Project]]. It seeks to bring the concept of a student-run space simulation club to school boards outside of Ottawa. It also, on a smaller scale, seeks to re-establish OCESS branches at the majority of Ottawa high schools throughout the public, Catholic, and French boards.

==Introduction==
OCESS was, in its early days, one of many student-run space simulation programs across the world. Since the space race has trickled out of world politics, governments are no longer as motivated to get students interested in space exploration and, as such, are less likely to provide the large amount of funding required to maintain such programs. The reasons why OCESS survived such a die-out is a subject worthy of a dissertation (which someone will no doubt someday write), but our club now carries the responsibility of reintroducing space simulations to other
